Boosting Leadership Capability in WA’s Construction Sector: CTF Funding Now Bulk Billed

The Construction Training Fund (CTF) has officially approved Future Institute of Australia as a bulk billing Registered Training Organisation (RTO), effective from 1 July 2025.

This means eligible businesses can receive significant subsidies on a range of leadership, professional development and Work Health and Safety (WHS) training options.

With this new bulk billing status, eligible companies can now access subsidised training without needing to pay the full course fee upfront.

What is the Construction Training Fund (CTF)?

The CTF is a government initiative designed to support the training and upskilling of workers across WA’s construction industry. Funded by the Building and Construction Industry Training Fund (BCITF), at workforce development, reducing the cost of training for employers and encouraging investment in skills.

It’s a system designed to reinvest in the industry, ensuring that current and future workers have access to the training they need.

What Is Bulk Billing for CTF?

Traditionally, employers would pay the full course fee and then claim the eligible portion back from CTF. With bulk billing, Future Institute handles the rebate process directly, meaning employers are only invoiced for the “gap”, while the rest is claimed from CTF after training delivery. This simplifies admin and improves cash flow for businesses, especially SMEs.

What kind of savings are we talking about?

Subsidies vary depending on the course, its duration, and the number of eligible participants. Here are two examples:

  • 1-Day Psychosocial Hazards Course
    16 eligible workers
    Cost before rebate: $4,995 + GST
    Rebate applied: $3,849.49
    Final cost: $1,145.51 + GST

 

  • 4-Day Custom Skill Set Program (Nationally Recognised)
    14 eligible workers
    Cost before rebate: $19,980
    Rebate applied: $13,888
    Final cost: $6,092

 

These examples highlight how organisations can significantly reduce training costs while still delivering high-quality professional development to their teams.

Who Is Eligible?

CTF eligibility extends to employees who:

  • Work directly (onsite) in the building and construction industry in WA (e.g., civil workers, tradespeople, site supervisors),
  • Are employed by a construction business (including subcontractors),
  • Are not classified as “white collar” (i.e., HR/admin roles are typically excluded).
