Future Institute of Australia is proud to have partnered with PanAust’s Phu Bia Mining operations in Laos, to design, develop, and deliver a customised Work Health and Safety (WHS) training program aligned to Western Australian mining legislation and best-practice safety standards.

The program was developed in accordance with the requirements of the Work Health and Safety Act 2020 (WA), WorkSafe WA, and the WHS (Mines) Regulations 2022, supporting Phu Bia Mining’s ongoing commitment to strengthening safety leadership, compliance, operational capability and development of its Lao Management across its mining operations in Laos.

This collaboration reflects the growing importance of global mining organisations aligning their operations with internationally recognised safety frameworks and demonstrates Phu Bia Mining’s strong commitment to proactive safety leadership and workforce capability development.

Strengthening Safety Leadership in the Mining Industry

Aligning with Western Australian WHS Legislation

Western Australia’s mining safety legislation is widely recognised as one of the most comprehensive and rigorous safety frameworks within the global mining industry.

The Work Health and Safety Act 2020 (WA), WHS (General) Regulations 2022 and WHS (Mines) Regulations 2022 place significant responsibilities on mining organisations and statutory position holders to ensure safe operations, competent supervision, effective risk management, and compliance with legislative obligations.

Future Institute of Australia worked closely with Phu Bia Mining to ensure the program aligned with these legislative requirements while also remaining practical, relevant, and directly applicable to the operational environment within Laos.

A key objective of the program was to support those performing equivalent statutory leadership roles – recognised as Senior Site Executives (SSEs) under Western Australian legislation and as Senior Site Representatives (SSRs) within Phu Bia Mining’s operations – along with other statutory position holders responsible for safety leadership and operational oversight.

The program was designed to strengthen participants’ understanding of:

  • WHS legislative obligations
  • Statutory mining leadership responsibilities
  • Risk management processes
  • Safety leadership principles
  • Incident prevention strategies
  • Hazard identification and control measures
  • Workplace accountability and compliance

 

This ensured participants were not only exposed to the legislative requirements but were also provided with practical tools and strategies to support safer workplace outcomes.

Delivering Practical Mining Safety Training

The training was delivered at the PBM head office located in Vientiane, Laos.

PBM has 2 main mining operations located within its PBM Mining Contract Area, these being; Phu Kham Copper-Gold Operation approximately 140km north of Vientiane, and Ban Houayxai Gold-Silver Operation located 25km west of Phu Kham. (https://panaust.com.au/)

The three-day program incorporated components from the:

  • WHS Statutory Mining Supervisors Course; and
  • WHS Statutory Mining Managers Course

 

The delivery approach focused heavily on practical engagement, operational relevance, and real-world application rather than purely theoretical content.
